The facility is assigned a rating by the DEP. The purpose of the rating is to reflect the level of facility sophistication and operations. It is driven by treatment level (primary, secondary), equipment type and operation schedules. The grade of facility dictates the level of license required to operate under state guidelines. The Montague WPCF has a dual rating, that of a Grade V Monday through Friday and a Grade IV on Saturday and Sunday. The dual assignment reflects process and loading differences between the two periods. Operators must have a license no less than one level below the grade of the plant.

The facility has operated with 7 personnel since the shutdown of the Strathmore Paper Facility in November 1994.
